Our Story

That’s where Pagati comes in.
We’ve been a leader in post-acute healthcare for a long time.
Decades of firsthand experience, applied with our unique technology, were the key to achieving unprecedented success in Medicare’s original bundled payment pilot program. Our tools provide an intuitive 360° view of where risk-bearing entities are exposed and where there are opportunities for improvement. Pagati provides transition care teams the necessary data to design outcome-appropriate and cost-effective patient pathways.
Soon after our own experience and success, we understood just how badly other organizations needed the same guidance, strategies and metrics to be successful in this new risk-based payment world.
In 2018, we began helping other hospitals, physician groups and Accountable Care Organizations (ACOs) to develop strong post-acute care strategies to reduce their financial exposure using our cloud-based data analytics solution and hands-on guidance. That mission continues today, as we help risk-bearing entities across the country to navigate the changing landscape of bundled healthcare.
Our Leadership Team
Sonia Rai, President
Sonia Rai is a highly experienced and creative leader who has successfully built two companies, in the healthcare and technology space. Her strength is in new business growth and development, mentoring leaders and teams, growing revenue streams quickly and consistently, and defining superior customer engagement.
Most notably, Sonia successfully led pilot programs to improve the continuum of care under BPCI including patient risk assessment, bundled patient management, and warm hand-off processes reducing agency re-hospitalization rates significantly and becoming a valued player in the BPCI revenue share community.
Sonia was the co-founder and COO of a leading provider of EHR medical records and e-commerce solutions for the eye care industry. Sonia graduated from Sheffield Hallam University in the UK with Honors and a BSc in Computer Systems, Systems Analysis and Methodologies.
Mike Billings, PT, DHSc, MS, CEEAA, Co-founder & Chief Strategy & Business Development Officer
Mike Billings, PT, DHSc, MS, CEEAA, Co-founder & Chief Strategy & Business Development Officer, Avamere Health Services. Mike has been in the health care industry since 1991 with a focus on older adult rehab for most of his career. Mike joined Infinity Rehab, an Avamere Family company, in 1999, and assumed the role of President of Infinity Rehab in 2010. As President, he oversaw all operations for over 225 contracts in 15 states and 2,300 employees. He currently serves as Executive Vice President of Ancillaries at Avamere Group with oversight responsibilities for Infinity Rehab, Signature Healthcare at Home, and human resources. His extensive experience in organizational development and leadership gives him insight into employee training, retention, and engagement.
Mike received a Bachelor of Science degree in Psychology from the University of Oregon, a Master of Science degree in Physical Therapy from Duke University, and his Doctor of Health Science degree in Leadership and Organizational Behavior from A.T. Still University.
Mike has been a member of the American Physical Therapy Association (APTA) since 1992 and a member of the American Telemedicine Association (ATA) since 2013. He has lectured locally and nationally on post-acute care topics, including wheelchair seating and positioning, Medicare regulations, fitness for the older adult, and telehealth. He served as an adjunct professor in the Physical Therapy program at Pacific University and received his Certification as Exercise Expert for Aging Adults (CEEAA) from the APTA.
Mike has held board level positions in the Oregon Physical Therapy Association, the National Association for the Support of Long Term Care (NASL), and the National Association of Rehabilitation Providers and Agencies (NARA).
Rich Jolly, Vice President of Data Analytics and Strategy
Rich has an extensive background in technology, data science, and business administration. With 20 years at Intel in a variety of technology and business roles, he is well-versed in product development, an expert in systems thinking, strategy and product planning, and problem-solving.
Rich earned his PhD in Systems Science, from Portland State University in 2011. He holds an MBA from Portland State University, an MS in Electrical Engineering & Computer Science from the University of California, Berkeley, with additional certifications including Amazon AWS Certifications: Big Data – Specialty; Cloud Practitioner, CQF – Certificate in Quantitative Finance, Wilmott/7 City Learning and Competitive Marketing Strategy from Wharton Executive Education.
